Terms of Service

These Terms of Service (“Terms”) govern access to the Harbor Ledger Assurance website at net-platforms.digital and the professional audit and assurance engagements offered by Harbor Ledger Assurance (“we,” “us,” or “the firm”) to clients seeking audits for fintech payment, remittance, and related financial operations.

1. Acceptance

By browsing this website or signing an engagement letter with us, you agree to these Terms. If you do not agree, do not use the site or commission our work. Engagement-specific terms in a signed letter prevail over conflicting website language for that engagement only.

2. Services described

Pages describing Settlement & Ledger Assurance, Licensing Readiness Review, Investor Diligence Pack, Control Remediation Follow-up, and related offerings are informational. A binding scope exists only when both parties sign an engagement letter stating deliverables, fees, timeline, and exclusions.

3. No guarantee of regulatory or investor outcomes

Our findings and readiness matrices do not guarantee license approval, successful fundraising, or absence of future control failures. Audits for fintech operations depend on the completeness of documents you provide and on conditions outside our control.

4. Intellectual property

Website content, visual design, and firm methodologies remain our property. Engagement deliverables are licensed to the client for internal management, board, investor, and regulator use as stated in the engagement letter. You may not resell our letters as your own product or rebrand them for third-party commercial distribution without written consent.

5. Client responsibilities

You must provide accurate documents, timely access to knowledgeable staff, and truthful representations about settlement rails and float accounts. Delays in document rooms may shift calendars and fees as described in the engagement letter and our refund policy.

6. Liability

To the fullest extent permitted under the laws of Taiwan, our aggregate liability arising from an engagement is limited to the fees paid for that engagement. We are not liable for indirect, consequential, or lost-profit damages, including failed filings or lost investment rounds, except where liability cannot be limited by law.

7. Confidentiality

We treat client settlement data, ledgers, and findings as confidential and use them only to perform the engagement, except where disclosure is required by law or authorized by you in writing.

8. Website use

You may not misuse the site, attempt to disrupt its operation, or scrape content for competing commercial reuse. Form submissions must contain accurate contact details.

9. Governing law

These Terms are governed by the laws of Taiwan (Republic of China). Courts located in Taiwan have exclusive jurisdiction over disputes arising from website use or engagements, without prejudice to mandatory consumer protections where applicable.

10. Changes

We may update these Terms by posting a revised version with a new “Last updated” date. Continued use of the site after posting constitutes acceptance of the revised Terms for website use; existing signed engagement letters are amended only by written agreement.
